Within the government itself, loyalty is multiplied and the visions are conflicting between the ministers, which made them look like a fragile coalition without real leadership. The priorities were absent, and instead of providing practical solutions to electricity, health and education crises, the government was sunk in its bureaucratic conflicts.

Internationally, Prime Minister, Dr. Kamel Idris, failed to invest his vast diplomatic relations (according to what has been said in his autobiography), because the international community has remained hesitant to support him because of the absence of a clear vision and a coherent reform program. Even his attempts to open channels with the Gulf and the West collided with the lack of confidence in these forces in the ability of his government to resist the storm of the interior.
